Yes, and this is the part most owners are never told. Google ranks a Business Profile partly on the strength and relevance of the website behind it. A profile pointing at a slow, thin or badly structured site hits a ceiling no amount of profile optimisation can lift. Anyone offering you Maps ranking with no website work is either capping your result or planning to sell you the website later.
